A contractor who served as city service director 1922-1926 and mayor of Toledo 1928-1931.

He supported the building of and dedicated the Anthony Wayne Bridge (high level) in 1931. He also promoted the Safety Building, Fire and Police Alarm Building, the Civic Auditorium and the Bay View Park sewage disposal plant projects.
